The real problem with defence against drones

A blog post about the real drone problem is overdue because I do not see ANY indication that the real problem is part of the public discourse. As a consequence, there's severe misallocation of resources.

 

Imagine you're driving a vehicle through a typical European landscape. This is a VERY different landscape than military training grounds, by the way. There are trees, bushes, ditches close to roads, buildings, fields with tall (more than 30 cm high) crops, enough garages to hide a SUV-mobile company per village, there's scrap lying around.

You pass by one of the gazillion trees, it's still 50 m away. Your vehicle is equipped with all kinds of drone detection sensors imaginable such as visual spectrum optornics, NIR, MWIR, LWIR, mmW radar, acoustic, broadband frequency analysers. A quadcopter is accompanying your vehicle at 100 m altitude, it pattern recognises threats and a buddy of yours in the vehicle checks the reports. Suddenly, you're dead.

What happened? A drone that attached itself to the backside of a tree heard your vehicle approaching, swung its sensor and EFP around the tree stem and fired an EFP warhead at you. No hard kill APS stands a chance of stopping that. The overhead drone saw nothing.

What "C-UAS" defences could have protected you? Some 70 mm rocket with semi active laser seeker? Some 30 or 35 mm autocannon with radar and thermal imager fire control? Some laser? Some microwave beam weapon? No, not even the kind of defence that I argued for since 2017 -a CUAS RCWS with machinegun or at most a 20 mm autocannon- could have saved you.

A lot of passive and reactive protection would easily have stopped that EFP attack, of course.

Now suppose it wasn't one tree, wasn't one drone and it wasn't using an EFP. It was a patch of woodland or some bushes or a plowed field with drones hiding under soil. There were 30 drones with Faraday cage protection against microwave attack. They rise suddenly, overwhelm the APS with a series of attacks and hit the top of your vehicle with 70+ mm (500+ mm RHAeq) tandem shaped charge warheads.

Again, you're dead. There were more than 20 penetrations because no vehicle can be protected against this with enough passive and reactive armour.

I believe I thought this through enough since 2017.

There's no line of sight defence against this.

We need to emphasise the thousands of years-old* concept of security effort

instead of staring at line of sight defences.

The traditional security effort would require to send men out, expose them to great risks to reduce the overall risk to the total force. That seems nonsensical now. We should send out drones as security effort, to search for, warn about and if possible neutralise hostile drones at a safe-enough distance.

Even a single car moving through hostile terrain would require a security ring around it, possibly at 200 to 2,000 m distance. Experiments will tell what the required radius is. Different terrain will require different security efforts and likely different sensors carried by the security force drones. So there would be a constant change of the security ring while that manned car is moving. The ring would become densified where needed, thinned out where that's acceptable, change of terrain from woodland to ploughed field would lead to a major change of what drones are scouting. The security force drones may even open and inspect buildings, weld shut manhole covers with thermite. The control software that controls the drones would report possible contacts, but it would also indicate the acceptable speed. It would need to be able to adapt to a change of route quickly. These security drones can look behind, under, into things. They can scan the ground - hostile drones may hide in loose soil such as mud and ploughed fields.

That's a LOT of effort for a single car. So mastering this AND having the ability to fend off a saturation attack of thousands of drones coming in one pulse (reminiscent of American carrier defence concepts of the late Cold War) is a huge effort. This leads to two conclusions:

  1. A frontline with such a defence is much cheaper (and MUCH more reliably and more easily secured while static) than defending many individual areas all-round.
  2. Any offensive movement in pincer-style or in form of a raid would have to be substantial. I estimate a brigade-sized effort may be debatable.

Conclusion #1 in particular would lead to a sizeable no man's land between human troops** and indeed between opposing high value hardware as well. The defender's advantage is slight when security drones fight security drones. Quality differences need to be substantial to matter much and even then they'd be unlikely to compensate for a factor three difference in production output. The party with the greater drone mass production capacity (and ability to supply the front with said drones) would win in a prolonged conflict. The peacetime inventories would matter for the first days, maybe weeks. The superior side could ruthlessly intensify the clash to quickly deplete the opposing drone forces. 

To be honest, I did not think all such consequences through yet. 

It's probably not necessary anyway, for it's rather unlikely that war happens when neither side has a qualitative edge or either side has a known qualitative or quantitative superiority that cannot be overcome. Defences could be shifted towards becoming impossible to occupy for long in such a case, preserving freedom only rather than freedom and civilian hardware.

Conclusion #2 is probably mostly relevant for the first days when a frontline is not fully established or if the inferior side wants to win by invading quickly. Another possible period of relevance is after the opposing party's drone forces were largely depleted, offering the opportunity to strike with a manoeuvre force without becoming overwhelmed.

 

The legacy arms industry wants to make the big buck with the kind fo hardware it understands: Big, expensive sensors and weapons; lasers, microwave weapons, autocannons, radars, big thermal imagers. This approach can sweep the sky between 100f t and 15,000 ft altitude just fine. It's not going to be enough. It's not even enough to protect against the fibreoptic FPV drones that laid in ambush next to roads in Ukraine months ago already. The focus on attention on above treetop line of sight C-UAS is badly misguided in regard to the battlefield. It's at most suitable to reduce the effect of strategic attacks.

Mobilisation Part II: "Escalatory"

This word has been used a lot recently, typically by people who oppose aiding Ukraine to defend itself against the Russian aggression.

The fear of escalation guides the thoroughly idiotic American National Security advisor, for example. 

To appease or to paralyse out of fear in face of aggressors is a path of failure: It prevents downsides to the aggressor, who can attack and steal from the weak without costs exceeding the (perceived) benefits. The costs of economic sanctions are near-irrelevant to an aggressive leader who thinks in centuries-spanning nationalistic-imperialist mission or who believes in some messianic world revolution. Economic sanctions reduce the capabilities of an aggressor, but rather not his/her aggressive intent. To deter aggression requires the risk of catastrophic defeat of the aggressor and to stop aggressions requires a war effort (backed by provision or production of military goods; conversion to war economy if it's a major war).

Fear of escalation paralyses counteraction against aggressors. It may (and will) get in the way of countering a build-up of military power out of fears that 'arms racing' is escalatory.

Thus we need to master the political dimension for a successful counter to preparation or execution of an aggression. Any plan to counteract aggressors with a defensive military build-up needs to address the political dimension decisively.

The most important part of a mobilisation plan may thus be to wrestle the narrative control away from the "non-escalatory" and "appeasement" idiots, preferably years in advance of the activation of the mobilisation.

Politicians are ill-suited to do this, for they have proved to be utterly disinterested in defence when there's no immediate need for military action. People who think of four- or five-year cycles are ill-suited to maintain a narrative (even embed it in culture) over decades unless the entire country is aware of the necessity (Israel, South Korea, Finland).

We need non-politician agents to create and maintain the narrative on how to react to a likely aggressor's military strength (build-up). This narrative needs to be pro deterrence, contra appeasement and contra fearful pussies.

Back to how to execute this; the narrative (if not the national culture) should be a narrative of vigilance as well as proudly and self-confidently standing fast against aggressors. This is needed both while aggressors prepare their aggression and if that fails, when they execute their aggression. The narrative should be that harm stems from failure to stop aggressors, not from calling their (usually nuclear) bluff. The weakness of an aggressive regime (loyalty issues, economic weaknesses, dearth of potent allies) should be emphasised rather than the aggressive regime's self-image of strength, manliness and success. The framing of public discussions is important. Incentives and disincentives are important; nobody should benefit from being a saboteur of national resolve to stand fast against aggressors. Those who do it should be sanctioned by the society - the need to do this needs to be part of the culture. Nobody should be rewarded for a primitive "I'm pro-peace" stance if the price for peace is that a country has to submit to an aggressor.

P.S.: For clarification: We should treat any aggression committed by U.S., UK, France, Israel just as harshly as aggressions committed by Russia or China. The casual and habitual violations of article 1 North Atlantic Treaty by the U.S. should not be tolerated!

Basics regarding the Russo-Ukrainian War

.

The ability of some people to perform mental gymnastics in regard to this ongoing war is astonishing. Most if not everything of what is being said and written in favour of Russia in this war is untrue or irrelevant.

So I thought it's a reasonable idea to write down the basics in a very clear and somewhat concise manner:

 

(1) Practically all countries of the world including the Soviet Union and thus its successor, the Russian Federation, have signed the Charter of the United Nations. This charter is the most important international law document regarding whether a country conducts legal violence against another or not.

It says among other things in Article 2:

  1. All Members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered.
  2. All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.

So it's wrong to attack another country without clear UN authorisation or without exercising a right to self-defence.

(2) There was a Ukrainian independence referendum in 1991. Every single region of today's Ukraine chose independence as Ukraine (being ruled from Kyiv) over staying part of the USSR (being ruled from Moscow). Yes, Donbas and Crimea sided with Ukraine as a nation state.

There was no later referendum or election turning this around, for any region. There were shams that faked something, but no actual referendum or election about secessions or annexations of Ukrainian territory since. There is thus no legal basis and generally no reliable basis for any claim that a secession or annexation of Ukrainian territory is an expression of the people's right to self-determination.

(3) The Russian Federation recognised the sovereignty of Ukraine directly and indirectly many times, including once even signing the Budapest Memorandum, in which the Russian Federation even guarantees Ukrainian sovereignty.

(4) Russia is an empire built by subjugating, colonising and to some degree assimilating foreign peoples for centuries. They merely did the colonising mostly next door (exception being the temporary colonization of Alaska) on two continents rather than overseas. It's an extant colonial empire that pretends that no part  of itself is a colony, just as the French pretended in the 1950's that coastal Algeria was no colony.

(5) No country has any rights to enjoy a threat-free neighbourhood, or to have any buffer zone to potential threats. International law can only work if it's the same for all countries, and thus no country's sensitivities can possibly infringe on another country's sovereignty. Any demands for neutral buffer zones, spheres of influence and the like are illegitimate and carry no weight as arguments.

(6) Other countries doing wrong does not right any wrong committed by Russia, nor does that give Russia any additional rights.

(7) NATO never promised to the Soviet Union or the Russian Federation to not accept Eastern European countries as new members. There are claims about a non-written promise, but those are disputed (among others by the late Gorbachev) and carry no weight in international law. The USSR or the Russian Federation could have insisted on a written, signed and ratified form of such a promise, but they didn't.

(8) The reason for the growth of NATO is not a NATO intent to prepare for aggression against Russia, but the new members seeking security from Russian aggression.

(9) The "Partnership for Peace" program was not an additional encirclement/encroachment of the Russian Federation by the West, as was implied in some propaganda graphic: The Russian Federation itself was part of "Partnership for Peace".

(10) Even if every single Ukrainian was a corrupt anti-democratic Nazi with a swastica tattooed to the forehead, that would still give no country any justification to fire a single shot at or inside Ukraine.

(11) Russian propaganda claims about Nazism and fascism in Ukraine are ridiculous anyway, for (a) the Russian Federation under Putin checks all boxes on a fascism test itself, (b) the Russian government tolerates various big fascist groups within Russia and (c) Russian government lingo identifies every Ukrainian as "fascist" who is in favour of an independent Ukraine, which confuses patriotism with fascism. The whole Russian "fascists" line of attack is propaganda bollocks, regardless of the true anecdotes about a few people in Ukraine, a country of  about 43 million people.

(12) Russian military personnel invaded Ukraine in 2014 when Crimea was occupied.

(13) Regular Russian military personnel invaded Ukraine in the Donbas area in 2014 and Russia also subsidises and equips the secessionists there since. Many of those secessionists were not born in the Donbas and didn't live there before the invasion.

(14) Russians claim that Ukrainians regularly shot at civilians in Donbas. While that's in some cases true, it happened only because of Russia's aggression. Moreover, Russia's behaviour of targeting civilians including schools and hospitals in Syria and Ukraine takes away all moral weight from such Russian accusations.

(15) Ukraine has the legal and legitimate right to kill any Russian combatant now. Russia still hasn't got the legal right or legitimacy to shoot at anyone or anything in Ukraine because it's the aggressor. There are no legitimate targets for Russians, even the Ukrainian military is no legitimate target to shoot at for the Russian armed forces and their mercenaries.

(16) The Ukrainians overthrew a Moscow-friendly president in a revolution. The elections since were democratic and give full legitimacy and legality to the Ukrainian political leadership. To have a revolution gives absolutely no other country any right to attack. It's that simple, and any Russian opinion on that matter carries zero weight because only Ukrainian opinions matter regarding who should rule in Ukraine.

(17) To push Ukraine to ceasefire negotiations equals to aid the Russian aggressors. The Ukrainian government is convinced that such a respite would benefit the Russian aggressors more than the Ukrainian defenders.

(18) To push Ukraine to peace negotiations equals to aid the Russian aggressors. Russia has no legal or legitimate claim to get anything from Ukraine that could be a bargaining chip in such a peace treaty. Russia is the aggressor. The Ukrainian government refuses to yield anything Ukrainian to Russia. Polls indicate that it enjoys an overwhelming popular support in free Ukraine.

(19) The only ones who have bargaining chips that could possibly be given to Russia in exchange for peace are other countries, especially the U.S. and EU countries. Possible bargaining chips could be frozen Russian assets and lifting of sanctions, while yielding parts of Ukrainian sovereignty to the aggressor is not acceptable to Ukraine and would reward aggression, thus provoke further aggressions. The Western governments' attempts to achieve peace for Ukraine through diplomacy were rebuffed by the Russian government, so for now there's apparently no acceptable path to peace through negotiations.

(20) There is by now no reasonable doubt that the Russian government intended to annex all of Ukraine. The renewed attack on Ukraine in February 2022 was meant as a war of conquest. The de facto dictatorial Russian government wanted to subjugate the Ukrainian people.

(21) The Russian Federation is infringing on the sovereignty of other countries as well, most notably Moldova and Georgia. It does in both cases secure secessionist puppet regimes with regular Russian armed forces in place (in Moldova, in Georgia).

(22) No NATO member is a 'bad' ally because of supplying arms to Ukraine or because of not doing so. There's simply nothing about this in the North Atlantic Treaty nor in the accession protocols.

(23) It is a war. In fact, the Russian Federation and Ukraine have been at war since 2014 already.

(24) It's deservedly called Russo-Ukrainian War because the aggressor is customarily mentioned first when naming wars. 

(25) Corruption in a country does not in any way give any other country a right to attack. That's also in the interest of the Russian Federation, which is an oligarchic kleptocracy with a de facto dictatorship.

(26) An illegal or illegitimate government does not authorise any other country to invade in general. That's not even close to an excuse for an invasion, not even for part of an excuse.

(27) Crimea is not Russian territory. The Russian opinion on this doesn't matter. 

(28) The Donbas oblasts of Donezk and Luhansk are not Russian territory. The Russian opinion on this does not matter.

(29) It's an unacceptable concept to demand that a country under attack by a nuclear power should surrender to the aggressor to avoid nuclear war. This way the nuclear powers of the world could subjugate all other countries.

(30) The delivery of arms and munitions is not an active participation in a conflict. It does not equal 'being at war'. We have centuries of history from five continents to back this up.

(31) To oppose the delivery of arms to Ukraine is a legitimate stance (freedom of opinion, freedom of speech), but it's not really a "pro-peace" or "anti-war" stance. It's first and foremost a "pro-subjugation of Ukraine" stance. A "pro-peace"/"anti-war" stance would have to take into account that a successful war of conquest might provoke more such wars. Those who sabotage the Russian effort to subjugate Ukraine have better grounds to call themselves "pro-peace"/"anti-war" for it. 

(32) Wars get very often decided on the battlefield. Sometimes peace won by campaign victory leads to a follow-up war, but very often it does not. Meanwhile, wars that were stopped by quasi-permanent ceasefires do very often lead to cold conflicts lingering for generations, which slowly poisons relations, culture and governments (examples Korea, Bosnia, Near East, partially also Cyprus and China).

A high end conventional land warfare doctrine (II)

To recollect, part I divided the theatre of land warfare into four successive areas:
  1. "rear" (blue) areas (say, Western Poland)
  2. militia-monitored areas with more or less harassment of invaders (say, Northeastern/Eastern Poland, Lithuania, Latvia, Estonia)
  3. "red" areas with Fernspäher surveillance at least at points of interest
  4. "red" areas with only satellite surveillance
Now it's about time to present the role for the heavier forces.
 
The "rear" areas would see supplies being moved by civilian logistics contractors with civilian vehicles. Civilian police would police the roads to manage refugee streams and try to keep the military traffic flowing. Rail bridges are certainly useless, and road bridges might be busted and replaced by pontoon bridging. Those pontoon bridges would have prioritization of traffic according to the needs of the war effort and would be defended by classic air defences and anti-ballistic missile point defences.

The militia-observed areas would be the terrain for mechanised brigade combat as NATO usually envisages it, but with an important distinction: Mechanised manoeuvre elements of about company size might operate both within and beyond the effective radius of the brigade support umbrella. 
The company-sized mechanised manoeuvre elements outside (too far forward of) the brigade support umbrella would be called "heavy skirmishers" and have a very much changed (skirmishing) mindset and repertoire. They would focus on the line of sight fight and act more as encircling, harassing, delaying and armoured recce force; Americans and military historians might term them "light cavalry". Their historical precedents do indeed reach back almost 2,000 years to Romano-Parthian wars, when light Parthian horse-archers caused great trouble to the by comparison sluggish Romans. The firefights of such heavy skirmishers would preferably hit non-combat troops hard, and the contacts with combat troops would be short but fierce in the best of NATO's ambushing delaying action tactic tradition.

These heavy skirmishers would turn opposing forces' battalion battlegroups and larger formations into constricted moving pockets. They're shaping the battlefield BEFORE our forces would be committed into decisive action in brigade(s) vs. brigade clashes. The intent is to disadvantage the invading opposing force to the point that its defeat in an eventual clash (preferably our pincer attack) with our formations of equal level is ensured before it happens. 

You're mistaken if this sounds defensive to you. The zone in which heavy skirmishers operate could be pushed forward, the heavy skirmisher forces would engulf then "defending" hostile brigades (or battlegroups) and turn them into (moving) pockets. This is possible becuase of an assumption that there's no defended front-line due to a low forces to area ratio.
The brigade-level support groups and their support umbrella could be pushed forward likewise. Opposing forces subjected to this treatment risk destruction if they advance too far or persist for too long, and their superiors would be tempted to order their withdrawal. 
At this point the land campaign could resemble the early 18th century manoeuvre of professional European armies which attempted to outmanoeuvre each other and capture ground (even fortresses) without decisive battle. You always need to still be capable of succeeding in pitched battle, and never fully trust the compelling effect of manoeuvre, of course.
 
You need much depth for such a doctrine, and "must-defend" locations within this depth (say, Warsaw) need to have rather stiff local defences to make this doctrine politically feasible.

The heavy skirmishers and some even farther forward operating raiders (previously described as armoured recce-ish) would also affect the air war. Helicopter forward operating bases and even air force airbases would not be safe from them, and the organic high effective ceiling air defence of the raider companies (or rather their support group) would endanger opposing airpower in areas it would otherwise deem safe (such as close to its airbases, or within their own area air defence range). 
 
The raiders would be a diversion and raiding/sabotaging, rarely ambushing force. Historical precedents include the Long Range Desert Group. It would use 14.5 mm B-32 bullet-proofed 6x6 motor vehicles with non-conspicuous tire profiles. The French wheeled AFV concepts come the closest to what I envisage. The main gun on most vehicles should be somewhat air target-capable, ranging from 40 mm CT up to 76 mm with 30+ rpm. The latter would render a dedicated self-propelled howitzer at raider company level unnecessary, as it could double as indirect fires weapon (it would rather lack multispectral smoke munitions, though). The raider platoons need some dismount strength to inspect bridges, clear buildings and so on, and these dismounts should be able to dismount quickly and get back into the vehicles quickly as well. Dismounting the AFV gunners or commanders does not suffice.

Finally, the support umbrella radius particularly of the brigade needs to be pointed out as an important input variable: These support umbrellas provide the light and heavy skirmishers with support (including artillery fires), and to a small degree also the Fernspäher and raiders (quasi-ballistic PGM range ~ 500 km). The ratio of forces to theatre of war area and the effective radius of the support umbrella (it would be about 40...80 km regardless of whether we use brigades or divisions) leads to my preference for brigades over divisions. We (NATO, EU) wouldn't have enough divisional-level umbrellas in the war zone in the first 14 days of a surprising war, but we could have enough equally-large brigade-level umbrellas in place.

The mobility and endurance of the vehicles used in the heavy skirmisher units as well as corps command's opinion on how much they'd need to move around would define the maximum reach of the heavy skirmishing forward of the brigade support groups and their supply drop-off points. The depth might be disappointing with today's AFVs. We might have 30...40 km ordinary under-umbrella manoeuvring plus maybe only 20...60 km of additional heavy skirmishing depth while rather 100...200 km of the latter would be desirable for full effect. Tanks with more compact main weapon munitions* and much more fuel for greater de facto endurance (enough for four days) would be preferable. An alternative is to use multicopter drones for resupply (120...150 kg payload), which would be another support umbrella capability. Their mission radius would likely be limited to dozens of km, so they wouldn't extend the skirmishing depth very much. This also shows why the heavy skirmishers need much anti-drone day & night ability even without autonomous killer drones coming into play; it could be essential for the encirclement effect.

*: I don't think going for 130 mm tank guns is a good idea. It's single-mindedly focused on APFSDS power. The aforementioned versatile 76 mm quick fire option would suffice for most purposes, and could be complemented by rocket launch tubes compatible with both HVM (a CKEM-like 130 mm APFSDS substitute) and powerful blast rockets (not FAE/thermobaric, for these would cover the minimum range of the HVM for AT purposes and FAE/thermobaric is unsuitable for this). 75 mm was understood to be the smallest highly effective HE calibre in WW2, and today's HE shells and fuzes are better. This is not just about hardware; it's about one's idea about what tanks are meant for.

A high end conventional land warfare doctrine (I)

I wrote before about the support group fractal, and I did so before writing this post because it provides an important quantitative foundation for this new series (evident in part II).

 

About 13 years ago I was thinking about how to replace the functions of the defended front-line that we saw during the world wars and the Korean War. I wrote about this issue here a couple times as well (see at bottom).

My first attempt to replace the front-line with a different concept replaced the front-line with a narrow (few dozen km) skirmishing corridor. This corridor would consist of few layers of areas assigned to individual platoons for surveillance and harassment (skirmishing). The stiff trench frontline of 1914/1915 had been replaced by an elastic defence by 1918 already, and this elastic defence that permitted an enemy advance by a few kilometres until the push reached a main line of (then stiff) resistance was already official German defence by the 1920's. I basically gave up on the stiff backbone, mechanised formations would instead manoeuvre against penetrations of the narrow skirmishing corridor. It's basically today's state of the doctrine in NATO plus this stability-giving narrow skirmishing corridor in the front. The all-mechanised forces seem too inefficient, too fragile, too quickly exhausted and too unreliable to me when they're not enjoying the functions of a front-line at all. It's like fencing without protection and parrying.

Infiltration and exfiltration through this narrow corridor were supposed to be observed, reported, costly and slowed-down by caution. The troops that would form this (movable) skirmishing corridor would be motorised infantry platoons, and these platoons ended up being conceptually so similar to the German-Austrian Jagdkommando/Jagdkampf concept that it seemed utterly non-original to me even though I had a different operational level* concept in mind. I called these "light skirmishers" and moved on to think about how skirmishing could be done with mechanised forces. I wrote about that here as well even before 2010, but more about that later.

My "light skirmisher" concept has long since been fused with the alternative non-nuclear, non-mechanised defence doctrines developed during the 1970's and early 1980's by Spanocchi, Simpkin and others. This means it's no more meant to be a narrow corridor manned by professional troops, but a few hundreds of kilometres wide skirmishing corridor manned by reservists. Again, they didn't seem all that original, but my intent was still a different one.

Imagine a militia in a country that's actually thinking of defending itself on its own soil, not just of defending its alliance away from home soil. Think Poland, Baltics, Romania (not so much Finland, its geography is too special). This militia would consist of territorially-specialised battalions of varying sizes (depending much on how many volunteers can be found in the region). The battalion would have little combat support, but a large quantity of light skirmisher platoons with a high degree of autonomy including quality long-range radios (beyond-the-horizon HF and satellite). This militia would serve as point security and river line surveillance forces until they become stay-behind forces that were bypassed by superior opposing forces. 

These stay-behind militia forces would not fight combat troops much, but they would harass support troops, raid forward bases (supply dumps, forward helicopter bases and so on), HQs, demolish bridges and so on. They might cause some direct damage and create a substantial diversion effect, but most of all they would maintain surveillance of the area and report changes to corps HQ. The last point alone would already shape the battlefield extremely in favour of the militia's side, as the invader would be at a grave disadvantage on the invaded soil.

A similar effect could be had with long range scouts / LRRP / Fernspäher beyond the friendly territory or in very low population density areas and in forward areas where they militia fails to maintain satisfactory surveillance. The surveillance of less stressful locations can even be used in a rotation so the Fernspäher specialists (NOT gold-plated special forces-ish B.S.**) aren't in the most stressful locations for weeks.

So this is the first basic way to divide the theatre of land warfare:

  1. "rear" areas (say, Western Poland)
  2. indigenous militia-monitored areas with more or less harassment of invaders (say, Northeastern/Eastern Poland, Lithuania, Latvia, Estonia)
    • militia acting as security&surveillance forces
    • militia acting as guerilla&surveillance forces when bypassed by OPFOR
  3. "red" areas with Fernspäher surveillance at least at points of interest
  4. "red" areas with only satellite surveillance

Part II will cover the manoeuvre, heavy skirmishing and raiding forces and how the support groups particularly at brigade and corps level influence geographic deployment.

The surveillance teams would peel off from an infiltrating armoured recce convoy, later join an exfiltrating one. These surveillance teams would be active duty troops, but not special forces.

Indirect command by ambition areas

.This blog post describes a radically different command technique from the perspective of the subordinate commander.

Think of a jigsaw puzzle's backside.

Now mentally interpose this jigsaw pattern* onto a map of a country. That could be South Korea, Poland, Lithuania, or Romania, for example. Every single such tile of this now divided map is a couple kilometres wide and a couple kilometres high.

You're a commanding officer of an army unit or formation** in the area. Corps command issues you a super-simple set of orders: A list of six-digit codes. Each six digit code describes an area (four digits) and a level of ambition (two digits). Your computer or a member of your staff translates this onto your map and for the first time you see your area of responsibility.

You can see by the colouring (and two-digit codes) on your map that in the East you're supposed to delay strong opposing forces and hunt for weak opposing forces (counter-reconnaissance), in the West near a military engineering bridge you are supposed to decisively engage opposing forces and in the North where a motorway stretches from East to West you're supposed to report combat troops, but destroy the 'soft' support troops of opposing forces.
Your staff also learned about what other formations and independent units received orders for these tiles, and they're usually the same level of ambition for similar level (size) organisations. Another formation has an overlapping area of responsibility; most of it is to the South, but they share the responsibility to decisively engage in the West of your area of responsibility.
 
Your staff arranges a quick communication between you and the other formation's commander and you agree that in the case of a major westward incursion through your area of responsibility you'd decisively engage together, with your formation continuing its delaying action till the other formation attacks the attackers' flank or back, and then your formation commences a counterattack with less than 15 minutes lag.

There are no phase lines, no simplistic one-dimensional neighbouring unit relationships, no geographic objectives to reach. You need to decide on your priorities within the framework of the simple ambition mission by corps command. More importantly, you have the freedom and autonomy to act, and to act timely.

Corps command updates your area of responsibility and the ambition levels, and this is how it orchestrates dispersed forces in area and time.

 P.S.: The Kriegsmarine's naval map was conceptually similar. A submarine would be sent to a large square for patrol, and when shadowing a target convoy by radio it would use the code for a higher resolution (smaller) square to report its location.

The transition from one state to another would be a great challenge for the described command technique. Many different ways how to do this are imaginable, but I didn't write about even only a few options. The reason is that experimentation would have to evaluate different transition techniques, and possibly invent all-new ones. There might also be different transition techniques for hasty and deliberate transitions.

Ten options when facing a threat of specific geographic origin (I)

Today I shall present a model of how armed forces deal with a threat that has a geographic origin. In other words, a model that brings all of warfare into an abstract level and looks at it in a particular way. It's a framework of sorts for looking especially at inter-state war. Be warned; this is going to be long.

Let's use a simple case, the case of a fictional European naval war around 1900. Two navies oppose each other, one is supposed to raid commerce and coastal settlements, the other is supposed to defend against this.

The point of origin of the threat is one particular naval base. The attacker's warships should leave that base, find targets on or at the European waters and the world's oceans, harm or capture them and return. Rinse repeat. We'll see there are stages at which the threat can be countered (or "options with which the threat can be countered") by the defending party:

The first stage is to prevent the attacker's shipyards from building more warships. Air power was not yet capable of that in the scenario, but political and blockade measures to limit the availability of materials was possible. So this is the first stage of defence: Reduce the reinforcements and replenishment to the attacker's base of operations.

The second stage is to attack the base itself, or the attacker's fleet inside the base. This was doable at the time with a naval bombardment or small boats entering the port with explosive munitions.

The third stage is to intercept whatever attacker's forces leave their base of operations within a defined geographic area. This may be an offensive naval minefield, but it could also be an actual cordon of patrolling scout ships and a patrolling or sortieing battle fleet.

The fourth stage is to intercept gradually. It's a bit misleading to count is as fourth, for it could happen in front of the third stage, behind it (against ships that leaked through the cordon) or instead of the third stage. You may thus alternatively think of options instead of stages.

The fifth stage is to patrol the seas and hunt for commerce raiders with hunting groups far away from the attacker's base of operations.

The sixth stage is to protect maritime transportation with a convoying system, providing escorts to convoys.

The seventh stage is to secure certain important yet relatively small areas, for example at straits. This would not intercept the threat in general, just for a small area. Another facet of this stage is to provide coastal defences to coastal settlements.

All of these stages were used in naval warfare, often times many of them in parallel and thus likely wasting resources by lack of focus. Some examples are

(1) Most naval blockades had this effect, also diplomatic efforts to reduce neutral countries' deliveries of essential raw materials.

(2) Battle of Port Arthur 1904, Attack on Mers el Kebir 1940, attack on Alexandria 1941, attack on Pearl Harbour 1941, attack on the Tirpitz 1943

(3) Offensive minefields were used much during WW2, and the NATO maintained an anti-Soviet submarines cordon North of Europe from Greenland to Iceland to United Kingdom (GIUK gap). The Entente also laid an enormous naval minefield barrier between Scotland and Norway in late WWI after already establishing one against submarines in the Strait of Dover. The German minefields between Estonia and Finland in 1942-1944 also fit.


(4) This fits to Royal navy actions in the Eastern Mediterranean 1940/1941, and also to the American submarine campaign against Japan in 1943-1945.

(5) This is exemplified by the Royal Navy hunting groups for German commerce raiders in 1914 and in 1939-1941. The anti-submarine hunting groups in the Bay of Biscay in 1944 do also fit.

(6) Convoys were widely used, examples were the Spanish Silver fleets of the 16th and 17th century and naval convoying in late WWI and WW2.


 (7) coastal defences all around the world, Soviet naval "bastions"

There are actually at least two more stages (or options). They just don't quite fit into the scenario, but I shall add them as #8 and #9:

The eighth option is to shadow attacker's forces as they leave port and go on a patrol. This is mostly feasible during peacetime (today's SSNs trying to shadow SSBNs, "fishing boats" shadowing surface warships) and becomes important at the start of hostilities, but it also happened to the Bismarck during wartime when inferior but fast enough British cruisers attempted to keep track of its course till battleships or carriers could engage it. The attacker side can also use this, example being the German submarines shadowing a convoy as "Fühlunghalter" in wolfpack tactics.This could be re-interpreted as a possible action of a defender against an invasion fleet

The ninth option is to cause harm to infrastructure so the attacker's forces could not operate well. This would be possible by damaging or blocking canals, but also by going after replenishment ships in addition to countering the raiders themselves directly. This happened to German replenishment ships in 1940-1942, and also to German refuelling submarines in the Atlantic during WW2.

The ninth option makes it obvious that all of this could just as well be applied to land warfare. Let's look at examples from the land domain:

(1) Allied air attacks on German armament industry in 1943-1945

(2) Artillery strikes on marshalling areas before frontline breakthrough operations. This was a huge thing in WW2 and often caused more casualties than the much shorter duration breakthrough operation itself.

(3) A static frontline with field fortifications, or a siege army besieging a fortress

(4) Counter-reconnaissance ambushes and patrols, mobile land warfare

(5) I mentioned an example of such defensive efforts here

(6) Protected land convoys in Indochina/Vietnam, Iraq, Afghanistan. Actually the Romans already lost legions in escort duty for food resupply convoys against the Parthians

(7) Security efforts at important bridges, at airbases, headquarters, mountain passes before they're part of a front line

(8) Mostly done by guerillas

(9) Scorched earth tactics including the burning of Moscow, destruction of rail lines, blowing up bridges or cratering of roads at bottlenecks with explosives during a withdrawal

I mentioned that the model will be applicable to practically all warfare, so here are examples from the air war domain as well:

(1) Allied air attacks on German and Japanese aviation industry in WW2

(2) Air attacks on airbases; Battle of Britain, Pearl Harbour, Six Days War

(3) Kammhuber Line, British heavy anti-air artillery dispositions in Kent until the V1 attacks, NATO's SAM belt of the mid and late Cold War in Germany

(5) OK, this one is not  a very good case for historical analogies because aircraft have little endurance and extensive patrolling is thus difficult. The Fernnachtjagd of WW2 comes to mind, though. German nightfighters without radar flew offensive combat air patrols over Southeast England around 1941 to shoot down returning British night bombers.This does thus not quite fit into #3 or #4, as they targeted returning bombers. It's not a perfect match because the activity was close to the base.

(6) Civilian aircraft were as far as I know never escorted by fighters, but convoying has very much been used to protect bombers and support aircraft, from escorted photo reconnaissance aircraft of WWI to bombers through most of WW2, Korean War, Vietnam War and Iraq Wars.

(7) Point air defences, such as for airports or capitals (Baghdad, Berlin in WW2 and Moscow in Cold War were extremely well-protected with rings of air defences)

(8) Shadowing was used against American bombers in 1943/44 to help track the bomber fleets over Germany.

(9) Attack on support aircraft (tankers, electronic warfare, reconnaissance), energy/physical attack on satellites and their signals

Let's now name the nine options with all three domains and much of history in mind:

  1. Economic attack
  2. Base strike
  3. Cordoning
  4. Mobile warfare
  5. Hunting patrols
  6. Convoying
  7. Secured zones
  8. Shadowing
  9. Infrastructure attack

One final word before the summary lines: There is a 10th option. This option is to NOT counter the threat ("10. Enduring the problem"), but to endure it as the lesser evil compared to the effort of countering it. This may seem counter-intuitive, but it is and always was an option. I mentioned an example here regarding the non-necessity of ASW for the Italian Navy.

One could also come to the conclusion that all the craze post-9/11 did hurt the West A LOT more than the attack itself. Maybe doing nothing in return would have been suboptimal, but the very thought of choosing to NOT do something might have been a helpful thought and kept the West from harming itself in a myriad of ways.

These abstract nine options of countering a threat of specific geographic origin were thus shown to be very much applicable to the warfare domains of sea, air and land. They were observable through much of history.

Part II will cover some lessons that can be easily seen and drawn from this nine options/stages model.

Delaying actions

"A delay is a form of retrograde (...) in which a force under pressure trades space for time by slowing down the enemy’s momentum and inflicting maximum damage on the enemy without, in principle, becoming decisively engaged (...). The delay is one of the most demanding of all ground combat operations. A delay wears down the enemy so that friendly forces can regain the initiative through offensive action, buy time to establish an effective defense, or determine enemy intentions as part of a security operation. Normally in a delay, inflicting casualties on the enemy is secondary to gaining time. For example, a flank security force conducts a delay operation to provide time for the protected  force to establish a viable defense along its threatened flank. Except when directed to prevent enemy penetration of a phase line (...) for a specific duration, a force conducting a delay normally does not become decisively engaged."
FM 3-90 (chapter 11-5)

I'll spare everyone the nitpicking about that definition. My short(er) definition is as follows:

"A delaying action serves the purpose to slow down the advance of opposing ground forces by yielding ground for time. It is preferable for the defending force to not get fixed or engaged decisively. Slowing down the opposing forces typically is prioritised over reducing them."
I personally consider delaying actions as the dominant part of modern mobile warfare. Forces would be thinly distributed in most areas of a theatre of war due to a low ratio between forces and area, so "economy of force" is most important in most places. Save for harassment a delaying action can be executed with the worst ratio of friendly to opposing forces if only the friendly forces are technically no less mobile than the attacking opposing forces. This typically poor ratio of forces is what makes a delaying action "demanding" according to the U.S.Army definition above.
Befitting von Clausewitz' Schwerpunkt concept, you need to minimise defences in most places in order to amass enough or as many as possible forces for the Schwerpunkt or the main effort for decisive offensive action. Those reserves freed from failing in 'defending everywhere' could also have a "fleet in being" effect of deterring major hostile offensive operations by being available for counterstrokes.

Now about the textbook version of delaying actions (aggregated from many sources, not only the FM 3-90):
You divide the share of friendly forces that are suitable (speed, morale, training, equipment, supply state) into at least two different elements.
Engineers reduce the trafficability of the routes (blowing up bridges, cratering roads at bottlenecks, flooding terrain, causing forest fires to make forest roads impassable, fake and real mines, removal or manipulation of road signs etc.).
The element more close to the advancing opposing forces tries to force them off the road with long-range artillery fires (to slow their movement), and then forces them to deploy into battle formation (slower than march column) with a far ambush. A prioritisation of slowing down instead of attrition would typically suggest that this friendly force makes its presence known before the far ambush in order to force the opposing force to deploy and thus spend time without substantial line of sight combat (Remember? No decisive engagement!). A greater emphasis on attrition and an effort to build up a reputation for dangerous far ambushes early on would require to execute the far ambush for real. The problem is then to avoid decisive action even through the opposing force can move at 50+ kph on the battlefield and line of sight are often only 500-3,000 m and can be reduced further by obscuration efforts (mostly artillery-delivered multispectral smoke). 
The defenders risk being overrun by a rapid counter-ambush assault. Obstacles (such as scatterable mines) may help in this regard.
A frontal far ambush makes withdrawal of the ambushers less difficult and an attempted flank attack on it costs the attacker more time, while a flanking far ambush allows for a better attrition effect, particularly the destruction of other than lead elements (such as bridgelaying and minesweeping tanks, which in the end may have a greater slowing effect).

So the defenders force the attackers to deploy, waste time in a minefield or unsuccessful flanking move and ideally withdraw in time to avoid decisive (close) combat, though possibly causing and suffering some attrition.
This forward delaying element then withdraws, and an incompetent delaying action would demand this very same force to set up the next far ambush itself. A competent commander would instead have arrangements for a second element to allow the retreating friendly forces to pass and execute the next far ambush. It's impossible for a single element to maintain a delaying effort without vastly superior mobility.

Now about the modern picture:

(1) The advancing opposing forces are nowadays an all-offroad capable, all-motorised force. This is true even of Toyota technical-based improvised civil war forces in developing countries.
They can move in dispersion, with individual platoons or companies moving with several kilometres spacing. The delaying effort could then be the sum of (small) unit engagements. Attrition would naturally become more prevalent (since every far ambush salvo might eradicate an entire manoeuvre element) and frontal assaults (overrun attempts) on far ambush positions less likely. Flanking on the other hand would be more easily against the defenders, since inevitably some advancing manoeuvre elements will be farther forward than others.

(2) There's likely no front-line going to be established soon for want of enough forces, thus it's not so risky to be "behind" opposing forces any more. No front-line will cut such forces off any time soon, after all.
This allows for an alternative and supplement to the far ambush, especially on the operational (~corps command) level of war: Substantial forces* "left behind" or manoeuvring into positions behind an advancing hostile force would threaten its supply lines and its support elements (which are only marginally capable of line of sight combat). This would at the very least force a 360° security effort on the advancing opposing force, turning it into a moving pocket. This means a weakened tip of the spear and thus less offensive power (making delay by far ambush easier and attrition more important), but it's also most uncomfortable for the opposing commander. He might be tempted to 'clean up' those elements in his rear, which of course would cost a lot of time, since those elements can resist removal by a delaying effort of their own. A delaying effort in the 21st century does thus not need to be about withdrawal (the attacking opposing force may well move away  from the bulk of friendly (our) forces when engaging a pesky element in its rear). Accordingly, it also doesn't need to be about trading space for time. In fact, space may be gained if the opposing force attempts to get rid of an element in its rear.

(3) Delaying actions may be considered to be shaping operations.
To slow an opposing force down allows for less-impeded friendly elements to manoeuvre into position for a decisive engagement (for a synchronised pincer attack, for example). To force a 360° security effort on the opposing force may reduce the surprise effect on such an action, but also reduce the opposing force's ability to resist it. A delaying action may also be used to slow down a withdrawal (another reason why a delaying action isn't necessarily trading away territory) in order to make a pursuit more effective.
Delaying actions may also be kept the dominant choice of course for days in order to build up forces or to exploit superior long-range artillery firepower or superior air/ground attack strength. Entire army corps might refuse to offer battle brigades vs. brigades if this improves their odds of success.** Tactics treaties are often excessively focused on how to win a battle during the battle, while the preferable course of action is to refuse battle until shaping operations almost guaranteed success in battle. This necessitates some alternative effect (other than battle or front-lines) to keep the opposing forces from advancing and accomplishing their objectives in the meantime.

(4) Delaying actions should refuse decisive actions, that is the delaying elements should avoid their own destruction. That's generally a good idea, but as mentioned before, the ratio of forces is usually disadvantageous in a delay, so offering battle to the death (of either the friendly or the hostile element) is typically a losing proposition in a delaying action. The problem nowadays is that about 80-90% of casualties are caused by indirect fires (non-line of sight combat) in conventional warfare, so the classic view that the delaying element would risk its destruction primarily in close line-of-sight combat is probably inaccurate and obsolete. Sure, close combat may still eliminate the element and make its withdrawal very, very difficult. Yet its destruction (or attrition high enough to make the element incapable of staying on its mission) is more likely by repeated artillery (and other support) fires. The focus for survivability on a delaying action mission should thus not be on avoiding close combat any more. Instead, it's important to avoid artillery and other support fires. Short range air defences, withdrawal within 2-3 minutes after giving away one's position, irregular movements to avoid shelling on the move between ambush positions and so on will require additional capabilities and efforts and narrow down the freedom of action of the delaying forces.
On the other hand, the destructive and inhibiting effects of indirect fires may be used to greater effect than ever before in the delaying effort itself. Modern artillery typically has about 30 km range, about 40 km with fewer munitions and 80-100 km range with very few munitions. A moving opposing force could be threatened by artillery almost at all times, potentially forcing it into a dispersed and offroad movement instead of a quick and efficient road march even without classic delaying actions (far ambushes).

I insist that delaying actions are very, very important in modern conventional (state vs. state) mobile warfare. Meanwhile, field manuals still appear to imply that it's a poor man's choice and to be avoided if possible. Instead, I would consider it as the first choice, in preparation for (possibly never happening) brigade-on-brigade battles later on.

Belisarius in Italy and a modern "ink blot" land campaign against peer forces

I recommend this text:

Those medium lancers with horsearchery skills did certainly put the early knights to shame. Belisarius essentially conquered Italy against a numerically vastly superior foe by defending fortified places, sallying with his cavalry (including pursuits) and waiting for his enemies to be melted away by plagues.

The closest I found as a symbol picture. Likely they had mail instead of scale armour and thus also a shield.

Armored cavalry was always an analogy to modern mounted warfare with armored vehicles,. Alexander the Great's companion cavalry used the inflexible yet robus phalanx line as a stable foundation for cavalry strikes similar to how the 85% infantry divisions + 15% fast divisions Germany army of 1940-1942 was employed: The slow, defensive troops establish and hold a line while the fast, offensive troops execute the decisive offensive manoeuvres.

It's thus worthwhile to look at whether maybe the example of Belisarius offers hints for modern warfare by being a useful analogue.

Defensible (instead of fortified) places of today would primarily be areas which have few relevant routes of approach (valleys, areas with surrounding thick or hilly woodland or with surrounding swamps), but could also be large settlements if there are enough non-armour troops (infantry, AT teams) to defend these places. Cavalry was difficult to sustain in cities (limited stocks of fodder for horses), and armoured troops are in major trouble if supply lines were cut as well.
Back in WW2 fast troops (tank divisions, motorised divisions, mechanised infantry divisions) were able to recover 'behind friendly lines' - behind a re-established frontline provided by infantry divisions. We will likely not have such a robust front line in modern (European) state-vs.-state conflicts for want of a successor to the 85% infantry divisions in an army.

Could future campaigns rest on relatively defensible places, with armoured battlegroups sallying out to cause attrition, to raid, to cause diversions, to force the opposing forces to defend places, and ultimately to enable rather defensive (motorised infantry-centric) forces to assault, occupy and defend additional defensible places?

A graphical depiction of such a campaign wouldn't be about lines, but about ink blots on a map, except that unlike in COIN theory these ink blots are not meant to expand till they cover the entire sheet. Instead, the the acquisition of additional ink blots with particularly useful locations would be the offensive core of the campaign. The raids on hostile supply convoys (or intercept or dispersed supply movements) from these ink blots would lead to a more Go-like campaign style in which cutting off areas without actually establishing uninterrupted lines to do so is at the centre of all offensive efforts.
We already had such a style of campaigning in Europe during the 17th and 18th century, particularly on France's Northeastern border where fortresses were arranged in depth. Supplies for army offensives were stored there, and invading armies would have their own supply convoys be raided by troops sallying out from these fortresses.

Campaigns in such an environment were less about battles than about sieges, and in places with less fortresses such as Silesia the armies -always on the tether of supply convoy routes - manoeuvred to cut each other off from the supply route to the nearest well-stocked fortress or fortified city.

We are seeing something similar in the Ukraine, or at least I think I see something similar going on there. The published information about the war in the Donbass is still very sketchy, of course. 
Settlements serve as 'ink blots' of local control, with the surrounding country side largely vacated by armed forces, though major hostile troop movements there would be noticed. Relatively few armoured battalion battlegroups do occasionally sally out, though typically with little consequences unless forces that can establish another 'ink blot' by assaulting, occupying and defending a settlement accompany the sally and turn it into a limited offensive action. 
It's very much unlike the large encirclement moves of Panzerkorps in early European WW2 or the outright mass destruction of tanks in fierce clashes as known from the wars around Israel or from 1991.

Think about the missions of  the armoured forces that mimic Belisarius' cavalry: Clashes with peers happened, but weren't routine. Modern sallies might be more about intercepting supply movements or patrolling in very small teams than anything else, so once again I can refer to my faible for armoured reconnaissance and declare that we likely need more of it. The armoured reconnaissance would be the equivalent of light horse archers (the "Moorish" and likely many of the "Hunnic" auxiliaries of Belisarius, while main battle tanks would be the equivalents of the medium lancers / horse archers of Belisarius' regular Byzantinian caballarii/cavallarii and possibly involved cataphraktoi/clibanarii-type heavy (shock) cavalry. I don't want to fuel the "wheels vs. tracks"debate, but low maintenance and low fuel consumption coupled with enough for onboard for long endurance might become much more prized than a nearly impenetrable glacis.

A variation of the campaign approach can make use of hiding places instead of defensible places as (temporary) camps. This would require more movement (-> higher fuel and spare parts consumption), but it could be done with much less defensive forces and would thus be particularly useful in the early phase of a conflict, before enough troops were mobilised, prepared and deployed to secure the many 'ink blots'. I wrote about this particularly in 2009-2011, and likened it to light (horse) cavalry at times. The siting of the hiding places would not be as important as the siting of the defensible places, instead the ability to threaten lines of communication (supply routes) even far 'behind' the most forward hostile ground forces would be important. The hiding does of course require that civilians don't give away the locations, which can be largely ensured through various means (disrupting phone networks, civilians fled the area of operations, checkpoints to intercept motor vehicles) for a day. This approach may be particularly suitable to low density of population areas such as much of Eastern Europe or Northeast Asia.

I'm still at the grand topic of how to replace the function of front lines, as already in 2009-2011. I never found a satisfactory answer to or even only a mention of this challenge in field manuals, and I've read field manuals of ground forces from several countries that should have covered this topic judging by their scope.
It may be that historical analogies from eras which knew no front lines are valuable; they may - within the limits of analogies - provide insights purchased in blood, that may be purchased again in blood if we refuse to pay attention to military history.

Sovereignty and borders

Many borders don't reflect the ethnic, religious or cultural majorities and are perpetual suspects whenever some conflict flares up. The Sykes-Picot Agreement is under much criticism nowadays, and the borders in all of Africa appear to be just as artificial. The conflicts in Nigeria and Mali can be considered to be consequences of borders which don't reflect the cultural divide between the Tuareg and other Muslim minorities in the North and the Southerners, which tended to have been more under European influence (religion, language) due to easier access from the coast.

A repair of such nonsense borders may indeed avoid future wars, but I doubt it would be better than a 85% solution. The problem is in many places the very same as it was in Bosnia - no sensible borders could be drawn because of chaotic dispersion of ethnic or religious groups.

Radical changes of borders are furthermore very, very difficult and usually possible only through war because the governments have vested interests in the status quo.


The long-term solution to the problem of poorly devised borders needs to be a different one. The most obvious solution would probably be the best one as well: Make borders irrelevant; shared sovereignty over territory.

This isn't without precedent at all. The feudal societies of (at least) Central Europe had well-defined borders between the upper levels, but at the lower levels, lower nobility and monastries, the "territory" of these princes was actually defines by individual farms. There was no cohesive territory - the realm of a monastry or a lower prince consisted of a collection of ownership deeds for specific farms. 

Likewise, a modern state could be defined not by a territory, but by what matters for real; its citizens. The state would be where the citizen lives - within limits, of course. A region such as Bosnia could be home to three states with three governments - but without simplistic borders. The sovereignty would rather be dependent on circumstances instead of by geographic location. Similar to how the authority of different law enforcement agencies would be dependent on what crime happens and what criminal code paragraph was violated - rather than by geographic division.

The private and legal (economic) interaction of citizens or government agencies of different such states would require specific rules, but those could be set bilaterally just as already done with interactions across borders.

The intriguing thing about such states with shared territorial sovereignty is that despite their outlandish appearance, the powers that be would actually lose less if anything and might be more ready to accept such a system than radical adjustments of borders. The scattering of ethnic groups which makes border corrections utterly impractical in many cold conflicts would probably even make such states with shared territorial sovereignty more practical, rather than less.


An alternative is the model of the European Union, of course - the integration into a multi-ethnic super-state and government. This helps to some degree, but I doubt it has much potential beyond the degree of integration as realised in the EU already. The (perceived) costs of further integration appear to outweigh the benefits - particularly as long as language barriers and very much different perceptions of policy and politics persist (because of separated mass news media).
